从水资源优化配置的基本概念着手,分析了天津市水资源现状,将水源划分为北三河山区、北四河平原以及淀东清南平原3个区域,用户分为生活、工业和农业3大类,建立以经济效益和社会效益为目标的多目标优化配置模型,采用LINGO优化求解器中的目标规划方法对模型求解,得到同时满足经济效益和社会效益的最优供水原则及配置方案,并且提出相关的政策法规建议,为缓解和解决天津市水资源短缺问题提供理论依据。
Starting with the basic connotation of water resources optimal allocation,this paper analyzes the status quo of water resources in Tianjin City.Then,the water resources are divided into three parts : Beisan River Mountain Area,Beisi River Plain and Diandongqingnan Plain,water users divide them into potable water area,industrial water area and agricultural water area.After that,based on them,the multi-optimization model is established as the goal to meet the benefits of economic and social development,by LINGO optimization on objective programming,the water supply principle and the optimal scheme is obtained to meet the needs of economic and social development.and related policies,regulations and suggestions are put forward,then a theoretical foundation is provided for Tianjin to alleviate and solve the problem of water shortage.
