Acquiring necessary information about social facts is essential for state governance. Both vagueness and clarity are the exact description of the information of state governance. Social facts are so miscellaneous and complicated that vagueness is inevitable. Vagueness is an important factor in constraining state governance and its ability, and it is beneficial to maintaining the independence and autonomy of society. Both vagueness and clarity are relative and continuously adjusting. The vagueness composes the barriers facing state governance, and in fact, it＇s difficult to eliminate it. The clarity may improve the precision of state governance and enhance the ability of it. However it may also result in enormous information costs and negative consequences. In fact, we should put state governance at a certain point of the spectrum between vagueness and clarity, and may only pursue some moderate clarity to maintain the proper balance of the state and the society.
