根据福建省典型样本村的跟踪调查,在理论分析的基础上,利用Tobit模型实证分析了集体林权制度改革后农户林地经营规模变动的影响因素。结果显示：农户间林地经营规模的变动差异较为明显;变动差异主要来源于劳动力和资金因素;林业经营预期和砍伐限额制度对农户林地经营规模变动影响显著。在此基础上提出加大对林农的资金扶持;鼓励林权流转,创新林业经营体系;优化砍伐限额制度的对策建议。

英文摘要：

Basing on the theoretical analysis of the factors which affecting the changes of the forestry scale after the reform on collective forestry right, this article using the model of Tobit to analyze these factors according to the followup investigation of typical samples in Fujian province. The results show： the different changes in forestry scale between farmers, coming mainly from the factors of difference on the labor and capital; the expected operational benefit of forestry and the felling quota system have a significant impact on the changes of the forestry scale. On the basis of these results, we propose the suggestion, such as： Increasing the financial support for farmers; encouraging to transfer the forestry right and to make innovation on forestry management system; optimizing the felling quota system.
