针对政务门户构建中知识组织与整合问题,从行为学角度出发,利用行为学中的三个经典理论与模型,结合实证研究,对网络信息用户的信息行为进行深入分析和研究,同时将网络信息行为动机以及影响网络信息行为动机的各种内、外部因素加以区分,在此基础上将网络信息用户进行分类,并针对不同动机层次的网络信息用户提出个性化信息推荐、政务流程集成、知识交流平台等不同的信息服务模式,同时结合主题图技术、政务业务流程集成、AroundMe系统、政务知识交流平台GNS等技术手段,构建一个政务门户系统模型,从而实现政务门户的知识组织与整合。
For the problem of knowledge management in construction of government portal, this paper classifies and distinguishes information behavioral motive and the influencing factors of information behavioral motive base on deeply analyzing of information behavior from the perspective of behavioristics. On this basis, this paper classifies information users and proposes different information service models for each model of information users. In order to realize knowledge organization and integration of government portal, this paper builds a model of government portal by Topic Map, government business process integration, AroundMe, Government Network Services, etc.
