针对区域信息一体化建设和城市间电子政务系统数据整合的问题，在深入分析主题图技术和关系型数据库的基础上，提出一种新的数据整合模型。该模型通过对关系型数据库的解析、OAI元数据收割、主题图自动生成与合并技术生成在城市间电子政务系统的应用层和数据层之间的主题索引层，从而实现城市圈电子政务系统的数据整合。

Because of the problems of regional information integration and data integration of intercity e - Government system, this paper proposes a new model of data integration based on deeply analyzing and researching the technology of topic map and Relational DataBase Management System（RDBMS）. This model creates a topic index layer between the application layer and data layer of intercity e - Government system through the analysis of RDBMS, OAI protocol for Metadata harvesting, automatic generation and merger of topic maps to realize data integration of intercity e - Government system.
