在我国水资源贫乏、供需矛盾日益尖锐的情况下 ,建立和发展具有中国特色的水权制度 ,已成为践行最严格水资源管理制度和解决日趋复杂水问题的切实需要.提出了一套最严格水资源管理制度下的流域水权二次交易模型研究思路 :首先以各计算单元的经济社会效益最大为目标函数 ,以用水效率控制红线、优先级选择等为约束条件构建了用水权交易模型 ;其次以流域整体经济社会效益最大为目标函数 ,以用水总量控制、水量损耗等为约束条件构建了取水权交易模型 ;最后通过水权属性转化和系统分析方法实现对模型的优化求解.以沙颍河流域为例 ,运用该模型进行了水权二次交易方案的优选.结果显示 ,在进行第一次交易时全流域可交易用水权总量为20 958万m3 ,除郑州、周口、阜阳部分用户外其他地区用水需求均能得到满足 ;在进行第二次交易时全流域可交易取水权总量为13 719万m3 ,交易后全流域用水需求基本能得到满足 ;通过完成以上两层次交易 ,可在不新增用水量的前提下提高全流域GDP总量的2 .6% .
The establishment and development of water rights system with Chinese characteristics has been an urgent task in the process of practicing the most strict water resources management system (SWRMS) and solving the complicated water problems un-der the condition of serious shortage of water resources and increasingly acute contradiction between water supply and demand in Chi-na .In this paper ,research on two-level water rights trading model of river basin is put forward under the most strict water resources management system .At first the water-using rights trading considers synthetically the constraint conditions on the coercion of water efficiency line ,priority and so on .And then the water-acquiring rights trading takes to the maximum social and economic efficiency of the river basin as optimization object ,and considers synthetically the constraint conditions on the coercion of using water totally on the river basin ,the amount of water and so on .Finally ,the model of the optimal solution is achieved through property transforma-tion of water rights and system analysis method .Water right trading scheme is optimized by using this model ,which takes Shaying River basin as an example .The results show that the total amount of tradable water-using rights are 209 .58 million cubic meters when the first trading was carried out .The water demand in different regions are satisfied except Zhengzhou ,Zhoukou and part of users in Fuyang .Total of tradable water-acquiring rights are 137 .19 million cubic meters when the second trading was carried out ,the basic water needs are met in the whole basin after trading .The total GDP of the whole basin has increased by 2 .6% without adding water consumption after two levels transactions .
