最严格水资源管理制度是我国于2009年最早提出并于2011年上升为国家政策的一项新的水资源管理制度。然而,落实最严格水资源管理制度是一个十分复杂的系统工程,需要多方面的共同努力,尤其需要一套完善的、可实施的保障体系来支撑其实施。本文在对最严格水资源管理前期的研究成果总结的基础上,构建了最严格水资源管理保障体系,包括理论方法体系、技术标准体系、行政管理体系、政策法律体系、工程建设体系、文化智能体系;在分析2010—2015年的文献资料和实践成果的基础上,总结了最严格水资源管理保障体系的建设和研究进展,并重新审视了最严格水资源管理的关键问题,从最严格水资源管理的"三条红线"、"四项制度"、理论方法体系、技术标准体系、行政管理体系、政策法律体系、工程建设体系、文化智能体系、科学问题研究与学术交流共9方面阐述了最严格水资源管理核心内容及保障体系的研究展望,以反映笔者对该问题的一些再思考,供最严格水资源管理制度研究和实施参考。
The strictest water resources management system is a new water resource management system. It was first proposed in 2009 and rose to the national policy in 2011 in China. However,the implementation of the strictest water resources management system is a very complicated systems engineering,multi-aspect joint efforts and an impeccable and enforceable security system need to be carried out to support the implementation of this system. According to the basis of the previous studies about the strictest water resources management,this paper established a guarantee system regarding the strictest water resources management and it includes the theory and method system,technical standard system,administrative management system,policy and legal system,engineering construction system and cultural intelligence system. Based on the analysis of literature and practice results from 2010 to 2015,the guarantee system construction and the research prospects of the strictest water resources management were summarized,the key issues about the strictest water resources management was re-examined,and the core content and the research prospects of the guarantee system were expounded in nine aspects including "Three Red Lines","Four Systems",theory and method system,technical standard system,administrative management system,policy and legal system,engineering construction system,cultural intelligence system,scientific research and academic exchanges. All of these research results can reflect the author's rethink about the subject and this study can provide some reference for the research and implementation of the strictest water resources management system.
