近年来我国食品安全事故频发,而日本却已远离食品安全事件高发的阶段。对日本历年来发生的食品安全事故原因进行分析,详述日本食品安全监管机构和法律体系的发展历程,并结合2013年1月23日国务院总理李克强在第5次食品安全委员会全体会议上的讲话,对完善我国的食品安全管理体制提出一些可行性的建议。
In recent years, food safety incidents occur frequently in China, and Japan is already far away from the stage of high food safety incident rates. In this paper, the reasons for food safety accidents occurred in Japan over the years are analyzed, the development of Japanese food safety supervision agencies and legal systems is described, and combined with the speech of Chinese premier Li Ke-qiang at the State Council Food Safety Commission Fifth Plenary Session, January 23, 2013, some feasible suggestions are proposed concerning the improvement of the food safety management system in China.
