Lianyungang was the terminal port of Longhai Railway. To promote the development of the port and local region,it was necessary to create a new city behind the port, which made Lianyun Municipal Preparatory Office establish. When Lianyun Normal City was finally set up, several urban construction plans were drawn up by unofficial scholars, Lianyun Municipal Preparatory Office, the Japanese occupation authorities and Lianyun City Government. The common feature of these plans made port as the core of city construction and unified planning port and city, which reflected the general law of the port city construction and development.
