科技创新人才是一个国家和地区提高科技创新能力以及实现跨越式发展的中坚力量。科技创新人才的发展环境的好坏决定着这类人才能否发展壮大。因此,对科技创新人才发展环境进行区域内评价研究具有重要意义。本文选定影响河南省科技创新人才发展环境的主要指标,对河南省及其他主要发达省份科技创新人才发展环境进行比较评价,得出河南省科技创新人才发展环境的总体概况,然后建立科技创新人才发展环境评价体系,并阐述了基于AHP的模糊综合评价方法。最后,本文提出了完善河南省科技创新人才发展环境的对策和建议。

英文摘要：

The technological innovation is the main power to enhance the scientific and technological innovation capacity of one nation or region and achieve leapfrog development. The quality of environment for the development of technological innovation determines the talent can grow and develop. So, it has great significance to evaluate the regional development environment of technological innovation talent. Based on the status of development environment of the technological innovation talent, the paper compares the development environment of technological innovation talent between Henan province and other main developed province through selecting the main indicators that effecting the development environment of technological innovation talent. The paper also establishes the evaluation index system and conducts empirical research by using factor analysis. The paper shows a schematic diagram of the evolution of development environment of technological innovation talent and puts forward some countermeasures and suggestions to improve the development environment of technological innovation talent in Henan province.
