As Chinese enterprises gradually accelerate the pace of ＂going out＂ , overseas security issues should not be underestimated. Who doesn＇t study for overall situation is hardly to manage for one aspect. So ＂big power finance＂ should be combined with ＂big power diplomacy＂ in order to balance overseas long-term development and security rather than only providing public goods and services for domestic citizens. Through carrying out financial diplomacy, strengthening enterprise reserve fund system and consular protection spe- cial budget performance management and supporting private security company, our country can establish ＂four in one＂ overseas securi- ty network which includes central and local governments, embassies and private security companies. If so, enterprises would go out boldly.
