In recent years, food satety incidents have occurred frequently, and their time intervals are very short, the same type of event has occurred many times. The food safety problem has attracted much more attention than ever before. The clenbuterol incident＂ was taken as an example in this arti- cle. The reasons why they occurred frequently were analyzed. To ensure food safety, the preventive and control measures were put forward as follows ： （ 1 ） to improve the food safety traceability system ; （2） to improve a sound legal and fair market environment; （3）to improve the food inspection system and strengthen the import quarantine ; （4） to enhance supervision of the production process ; （ 5 ） seamless and efficient operation of the administrative supervision; （6）to enhance food safety propaganda; （7）to track the relative progress of science and technology and strengthen international exchanges and cooperation.
