为客观地评价港口低碳绿色发展水平,利用云模型能够实现定性描述与定量数值相互转换的特点,结合德尔菲法确定港口低碳绿色发展评价指标体系中各指标的云权重和云模型,观察云图分析天津港低碳绿色发展水平,并提出有效的改善途径.研究结果表明,云模型的应用能避免人为因素对评价结果的过度干扰,兼顾评价指标的随机性与模糊性,可为港口的低碳绿色发展提供理论支持与实践指导.
In order to evaluate the low-carbon green development level of ports objectively,the cloud model is used because it can make a conversion between qualitative description and quantitative value.Combined with Delphi method,the cloud weight and the cloud model of every indicator in the evaluation index system of port low-carbon green development are determined. The low-carbon green development level of Tianjin Port is analyzed by cloud charts. The effective improvement measures are proposed. It is testified that the application of the cloud model can avoid excessive interference of human factors on evaluation results and can take into account both randomness and fuzziness of indicators,which may provide the theoretical support and practical guidance for port low-carbon green development.
