北极区域内的航运、资源勘探和游船旅游等经济活动的逐年增多使得该区域内各类海上突发事件不断增多,若不能对其进行及时、有效的处理,将产生巨大危害。对此,在分析北极海上救助现状和应急响应网络特征的基础上,引入复杂网络理论,构建加权复杂网络,并对其拓扑性质进行研究,得到各国的北极海上救助响应强度及网络的关键节点。通过研究得出,该复杂网络具有明显的小世界特性,各国只有密切合作才能合理利用救助资源,高效开展救助工作。研究结果可为我国未来参与北极海上救助的相关决策提供参考。
With the increase in Arctic commercial activities,such as shipping,resource exploitation and cruise tourism,the sea emergencies increases accordingly.On the basis of analyzing the condition of the Arctic maritime rescue arrangement and the characteristics of the complex network,a complex network is proposed to set up to ensure timely and effective Arctic maritime rescue activities.A weighted complex network for Arctic maritime rescue emergency response is conceptually devised and its topological properties are analyzed.The allocation of key nodes and service intensities of related countries are calculated.The study concludes that the complex network has an obvious small world feature,and the cooperation among involved countries is indispensable for effective rescue operation in the Arctic waters.
