稀土矿区生态补偿机制对于合理利用稀土资源、保护环境至关重要,然而目前我国的该项机制设计并不完善.文中在分析目前稀土矿区生态补偿机制缺陷及内在原因的基础上,借鉴国外矿区生态补偿设计,针对稀土矿区生态恢复评估与执行、生态补偿涉及各主要利益相关者的有效激励,对多种生态补偿备选工具设计进行了分析探讨,并提出了改进建议.
英文摘要：
The ecological compensation mechanism for rare earth mining region is essential for the rational use of rare earth resources and environment protection. However, this mechanism in China has not well- established yet. Based on analyzing the defects and underlying reasons for the current compensation mechanism, this paper studies the effective incentives on the key stakeholders including ecological restoration evaluation, execution and ecological compensation drawing insights of international ecological compensation design. The alternative tool designs of ecological compensation are analyzed. Some suggestions on improving the ecological compensation mechanism are put forward.
