新农保经办服务体系是新农保工作顺利开展的重要保证,但因人力、财力资源有限,新农保经办服务过程中凸显多重问题,造成政府失灵与市场失灵并存。认为新农保经办服务体系的进一步完善应借助公私伙伴关系。研究发现新农保经办采用公私伙伴关系模式具有实现行政管理与业务管理划分、改善公共服务效率与提高政府公信力等优势,但同时也存在公私部门价值冲突、伙伴关系长期运行具有一定风险、绩效评估体系尚未完善等潜在问题。结合广东省社银合作的实践经验,提出了以公私伙伴关系完善新农保经办服务体系的政策建议。
Due to the limited human and financial resources, the administration system of New Rural Pension, which is an important guarantee of the operation of New Rural Pension, appears multiple issues; meanwhile the government failure and market failure both exist. Based on the literatures, this paper argues that we should adapt the PPP to improve the administration system of New Rural Pension. The paper finds this mode has some advantages such as realizing the division of administration and business management, improving the efficiency of public service and enhancing credibility of government, meanwhile it also has some issues as the value conflicts between the public and private sectors, the risk of long - term operation and the performance evaluation system is still not perfect. Finally, combined with the practice of social security department and bank cooperation in Guangdong province, the paper suggests some policies of using PPP to improve the administration system of New Rural Pension.
