长期以来，受制于当地经济、社会发展条件，经济欠发达地区小城镇老年人口养老问题一直是完善城乡养老体系的难题，也是建设社会主义和谐社会所必然要面对的难题。本研究通过抽样问卷调查及现场访谈等社会方法对陕西省安康市机构养老的供需现状进行了调研，利用数理统计方法对其偏好的影响因素进行了量化分析，在此基础上针对供需矛盾中的问题及成因提出有针对性的政策建议，以期为小城镇机构养老的发展提供科学合理的发展思路。

英文摘要：

For a long time, limited by local economy and social development of small towns in less developed areas , the aging problem has been a challenge to improving pension system, which is also a puzzle for build the socialist harmonious society. This research investigates the institution endowment＇s supply and demand status by survey in AnKang,Shaanxi,through sampling survey, and using mathematical statistics to quantify their preferences factors. Based on the problem and reasons of the institution endowment＇s supply and demand, we make proposal in order to provide scientific and rational development policy for insti- tutional endowment development in small cities and towns.
