From the population carrying capacity ,restricted district ,key development district ,optimized district appear gradient decrease. Whether optimizing district, key development district or restricted district population carrying capacity satisfaction becoming differentiation ,the unbalanced distribution of population between districts or within districts becoming emerge. Using multi-pronged measures reasonable control population size and guide the movement of population to the suburbs, this is real- istic policy direction for Beijing,Shanghai Guangzhou and Shenzhen First-tier cities. Other optimizing district and key development district should raise the population carrying capacity short board ,restricted district should increase financial input and Improve the level of public service.
