“十一五”规划提出了推进形成主体功能区的基本思路,十七大报告明确提出,“主体功能区布局基本形成”是全面建成小康社会的基本标志之一。推进形成主体功能区需要用土地政策规范空间开发秩序和开发行为。文章以相关政策文献为依据,阐述了主体功能区土地政策的内涵和功能,重点从宏观和微观两个层面,研究了主体功能区土地政策选择,以期为国家、省区市主体功能区规划提供参考。
In the 11th Five-Year Plan, it is proposed that to form the basic thought of establish development priority zone, and in the Report to the Seventeenth National Congress of the CPC, it is clear proposed that the form of the layout of development priority zone is one of the successful signals of a well-off society. To form the development priority zone, the land policies is needed for the regulation and control of the development. This paper based on the relevant researches, introduce the connotation and function of the land policies for development priority zone, and then analyzes the choice of land policies form macro and micro, so as to provide useful reference for the layout of development priority zone in China.
