The theory of matter-element analysis was introduced into the field of pavement preservation for determining the optimal time of preventive maintenance treatment application. According to the deterioration-law of pavement performance, a matter-element model for determining the optimal time of pavement preventive maintenance treatment application was established on the ground of cost-effectiveness analysis. The model takes factors such as the cost of treatment and benefits of different indicators which were used to evaluate the performance of pavement into account by applying the relation function of extension sets. The optimal time of pavement preventive maintenance treatment application is determined by the synthetically relation-degree which was calculated by the model. An example indicates that the model can reflect the effect of comprehensive state of pavement condition on the optimal time more perfectly and give better result for preventive maintenance program. The result provides decision makers with a scientific support in their decision-making.
