包括企业在内的各种社会力量在灾害管理中所具有的独特优势及其形成的强大＂合力＂,是风险社会人类共同战胜各类灾害的保障。作为现代社会最重要经济社会力量之一的企业,积极参与灾害管理,既是风险社会企业自身健康发展的客观需要,也是企业承担社会责任的具体表现,是我国推进国家治理体系和治理能力现代化中企业发展的应有之义。通过对沃尔玛公司参与卡崔娜飓风应对的典型案例分析发现,平时完善的应急管理体系建设与灾前充分的应急准备工作,是沃尔玛在卡崔娜飓风中成功展开自救,并积极参与社区救援的根本保证。中国企业应该加强参与灾害管理能力建设,为推动中国灾害治理体系现代化贡献力量。
英文摘要：
The unique advantages and the strong＂joint forces＂formed by various social strengths including enterprises in disaster management secure the safety of human beings in a society full of various natural disasters.Enterprise,as one of the most important social forces,is required to play an active role in disaster management,not just on the level of self sound development and corporate social responsibility,but the necessity of improving the disaster management capacity as well.By the analyzing Wal-Mart＇s response to Hurricane Katrina,we find that daily perfect emergency management system and sufficient preparation before disasters are fundamental to Wal-Mart＇s successful self-rescue in Hurricane Katrina and in its participation in communities＇ emergency rescue.It is an important orientation for Chinese enterprises to improve disaster management capacity in the future.
