应急管理事务中的政府间关系合理设计是有效因应灾害危机的基础要件。中国政府间纵向应急管理关系从“中央主导、统包统揽”走向“属地为主、分级负责”的过程,彰显了防灾救灾中地方政府责任与作用的重要性,而新时期应急管理中的纵向府际关系转型过程亦面临来自地方政府应急管理能力、地方利益倾向、应急制度建设以及灾害危机事件与应急决策者特征等阻滞因素挑战,因而需要进一步夯实地方政府应急管理体系,理顺府际应急管理权责关系,动态更新应急管理制度文本,构建符合现实行政环境特征的有效应急管理纵向府际关系。
英文摘要：
To dealing with intergovernmental relations was seen as fundamental factors for efficiency coordination in emergency management. Chinese intergovernmental relations of emergency management have been changed from centralized model to decentralized model. Local government undertakes more emergency management affairs than before. This kind of reconstruction of intergovernmental relations in emergency management facing challenges including capacity failure and special interests of local government, emergency management system, and characteristic of disaster crisis and decision makers. Finally, we put forward some suggestions for reshaping the new normal of intergovernmental relations of emergency management.
