在灾害呈常态化与复杂化趋势的当今,灾害管理能力日益成为企业的一种核心能力。目前发达国家的企业普遍建立了基于业务持续管理的灾害管理模式,关注和确保重要业务活动不被中断,在灾难发生时不仅能够自救,还能够有效参与社区救援。但是,中国企业采用的仍然是传统应急管理模式,主要注重灾中响应行为和灾后恢复行为,灾害管理能力普遍偏低。文章总结了企业的业务持续管理模式和传统应急管理模式在管理过程、目标、时间要求和关注重点等方面的显著差异,并着力对美国沃尔玛应对卡特里娜飓风与中国东汽在汶川地震的表现进行了比较与分析,结果充分表明中国企业建立以业务持续管理为基础的现代企业应急管理体系的重要性和紧迫性。
Nowadays,disasters present normalized and complicated tendency,and the ability of disaster management has al-ready become important to enterprises. At present,the developed countries have applied business continuity management fordisaster management,paying attention to ensure that important business activities are not interrupted. When a disaster occurs,the enterprises not only can save themselves,but also be able to participate in the rescue of community effectively. However,enterprises in China are still in the phase of traditional emergency management,focusing on response and recovery. In theface of a disaster,they always don't have enough disaster management ability to response to it. This paper summarizes thedifferences of the business continuity management and the traditional emergency management on management process,goals,time request and focus. What is more,by comparing and analyzing the performance of Dongfang Turbine Co.,Ltd. andWal-mart,this paper makes clear the importance and urgency of building the modern enterprise emergency management sys-tem on the basis of business continuity management in China.
