在现有风电系统运行导则的基础上,提出了一种新型的配电系统风电有功负荷分配方法,以使风电更好地配合系统运行。该方法以馈线终端为控制单元,当系统频率出现偏差时,由馈线终端制定负荷分配方案,并向配电馈线中的各风电机组下发分配指令。该方法综合考虑了《中华人民共和国可再生能源法》的相关规定和风电运营商的经济利益,并根据系统频率和风电容量比重对风电系统有功负荷分配的条件进行判定。此外,还针对不同自动化水平的配电馈线,制定了不同的分配方案,即自动化水平不高时的按风电机组容量比例的分配方案和自动化水平较高时的按馈线潮流分布的分配方案。2种方案均能够较好地满足系统的运行要求。算例表明,所述风电有功负荷分配方法具有一定的实用性。
In order to operate wind power generation efficiently, this paper presents a novel method to allocate active loads in distribution systems based on the current wind power grid codes. The method uses feeder terminals (FTs) as basic control units. When there is deviation in the system frequency, each FT determines how to allocate loads and send dispatch commands to all wind farms connected to it. This method not only considers "Law for Renewable Energy in People's Republic of China" and economic interests of different wind farm developers, but also the system frequency and wind farm capacity in dispatching the active loads. In addition, it can dispatch active loads either according to the wind farms capacities or the power flows in different feeders, depending on the system automation level. Both schemes are satisfactory in meeting the system operation demands well. A case study indicates the feasibility and practicability of the proposed method.
