在对改革开放以来本科教学改革政策及其成果进行梳理与分析的基础上,把本科教学改革发展历程分为试点、起步、全面、提高质量四个改革阶段。从政策分析的视角,指出本科教学改革的政策变迁表现出直接受政策环境的影响,且从协调冲突性矛盾向建立激励机制变化的特点;政策制定和执行过程中仍然存在对政策问题确认不清、人才培养的多样化和个性化要求与政策相互矛盾、高校缺乏教学改革的主动性等有待解决的问题。
This paper looks back the reform of undergraduate teaching since the reform and opening- up from the perspective of policy analysis. It argues that the period of reform could be divided into four stages, namely pilot, start, comprehensive and quality improvement ones. It proposes that the reform of undergraduate teaching policy is directly affected by the policy environment to be inclined to establish incentive mechanisms from the conflicts. It also suggests that there still exist many problems in the process of the policy formulation and implementation, for example, unclear policy issues, conflict between diversity and individual requirements of training, and so on.
