In order to meet the development needs of the current economic and social innovation, we should steer clear of the disputes in college hierarchical classification and theory design; moreover, based on ＂mission differences＂, the school connotation to be grassroots-oriented and servicing the local for the Chinese characteristics grassroots universities has to be determined. Grasping the connotation exactly, we can accurately describe the school characteristics. Only with reference to the world of higher education thought today, can we try the best to adjust the ideas of development, to seek the path of transformation, to advance gradually the Chinese characteristics grassroots universities shifted from a single academic development orientation to ＂socialization＂ integrated school, and adapt to the trends in the world of higher education reform.
