微博政务和政府微博客是完全不同的概念。无论是从政府视角,还是从公众视角,信息公开都是政府微博客的发展方向,但政府微博客并不是发展目标。作为公共服务的微博政务,试图通过微博客平台实现动态的信息共享,也是满足公众知情权的诉求,更是服务型政府建设的重要内容。为此,政府微博客的发展思路应关注信息公开规范化、微博客网络管理、促进机制三方面,而微博政务的发展路径则侧重于技术功能和政务流程的匹配关系、政府部门及公务员的技能培训、信息共享效果三方面。

Whether from government's perspective or from the perspective of the public, information publicity is the development direction of government mi- cro-blogging, but government micro-blogging is not the development goal. As a public service, the micro-blogging government af- fairs try to realize dynamic information sharing through micro-blogging platforms, and also meet the public demand for the right to know, and what's more, are an important content of the construction of the service-oriented government. Therefore, the develop- ment idea for government micro-blogging should include 3 aspects, that is, paying attention to the standardization of information publicity, micro-blogging network management and promoting mechanism, while the development path for micro-blogging govern- ment affairs should be focused on the 3 aspects of matching relationships between technological function and government affairs process, skill training for government department and civil servant, and information sharing effect.
