信息公开是政府危机管理的一项基本要求,而政府信息公开的效果取决于技术性和社会建构性两个方面的因素。现有的研究主要集中于信息公开的技术性因素,对于社会建构性因素的关注不足。本文探讨了危机信息公开背后公众对于社会合意性的隐性要求,分析了社会合意性的主要影响因素,建立了一个面向社会合意性的公共危机信息公开模型。该模型能够增强信息公开工作的针对性和方向性,可为政府的危机信息公开提供理论借鉴和决策支持。

英文摘要：

Information openness is a basic work in public crisis management for the government. The effect of goverment infomation openness is determinded by technicality and social construction,but the related researches are mainly focused on the technical factors previously, few researches are on the social constructive ones. The paper explores the tacit needs of public desirability in government information openness, analyzes the elements in public desirability, build a public information openness model that oriented the public desirability. The model has the capacity of enforcing the pertinence and direction of information openness, and, also can provide theoretical reference and decision making support for public crisis information openness.
