政府科技项目扶持对企业创新具有重要意义。从微观企业视角出发,基于资源依赖理论和交易成本理论探讨企业获取的政府科技项目对专利产出的影响及其边界条件。通过1044家企业量化数据的统计分析发现:(1)科技项目获取与专利产出之间存在倒U型曲线关系,即中等水平的科技项目获取能带来更高的专利产出;(2)营业收入在科技项目获取与专利产出之间起着显著的正向调节作用,即高营业收入有助于放大政府科技项目的"溢出效应",抑制政府科技项目的"挤出效应";(3)政府科技项目在不同规模企业之间的分配存在显著差异,科技项目获取对专利产出的影响作用存在企业规模互补效应,即大中型企业与小微型企业之间可能存在创新互补。
The government's science and technology project is an important support for firms to improve their innovation performance.From the micro perspective of firms,based on the Resource Dependence Theory and Transaction Cost Theory,this study examines the relationship between the government's science and technology project and the firm's paten output,and identifies the conditions where firms can achieve the highest paten output through the projects. Through the statistical analysis of 1044 firms,the results show that:First,the relationship between the number of government's science and technology projects that the firms obtain and the paten output presents the inverted U trend,which means the medium number of government's science and technology projects that the firms obtain can achieve higher paten output; Secondly,the revenue of the firms prominently moderates the relationship between the government's science and technology project acquisition and the firm's paten output,which means high revenue helps to enlarge " spillover effect" of the projects and inhibit " crowding out effect" of the projects; Thirdly,the distribution of the government's science and technology project vary with the firm size. There is the complementary effect on paten output among different size firms,which means that the large and medium-sized firms and miniature firms may have the complementarity in achieving higher paten output.
