改革开放以来，通过引介国际公共行政理论和自主的学术探索，中国公共行政学界在行政效能和行政方法技术领域取得明显进步。与此同时，中国公共行政的实践发展极为迅速，表现在行政效能与政府能力不断提升，行政方法和技术日渐现代化、科学化。理论界所提出的一些理论思考和政策建议对于行政实践改革的深化与发展助益良多。但是，由于行政理论研究本身存在诸多的不足，其对行政实践的推动作用是有限的。为此，改善研究方法、拓展研究视野、增强学术规范、培养研究人才、扩大国际国内的学术交流与合作、增进学界与政府部门、理论与实践的互动的数量与质量，对于提高我国公共行政理论研究的活力与效力，增强对行政现实的解释力与指导力，具有迫切而重要的意义。

英文摘要：

Since the policy of reform and open to the outside in 1978, by introducing theories of international public administration and launching its own academic researches by the domestic scholars, the researches of Chinese public administration have been made remarkable progresses on administrative efficiency, administrative method and technique. At the same time, the prac- tices of Chinese public administration have been developed very rapidly. One is the administrative effectiveness and govern- ment capacity, the other is administrative methods and techniques. Some theoretical proposals and policy suggestions of theo- retical studies have positively helped the practices a lot. However, the propelling forces of academic researches to the prac- tices of public administration are quite limited because of many insufficiencies existing in the theoretical researches them- selves. Therefore, it is urgent and important for us to try to improve the research techniques, widen the research fields, change the research angles, stress the academic standards, cultivate researchers especially the young Chinese researchers, expand the domestic and international academic exchanges and co - operations, upgrade the quantity and quality of interac- tions between the academic circles and the government departments and public sectors at all levels, apply theories to reality more effectively. All the things we should do are trying to activate the vigor of Chinese public administrative research, strengthen the power of explanations for and instructions to Chinese practical public administration.
