Civil politics is a form of politics which standardizes the relation of rights and responsibilities between the citizen and nation. The civil culture is the civil identity consciousness and value judgment on political system and political behavior. The Western civil politics and civil culture have their own special value orientation. Their mutual activity has major impact on the Western representative government＇s existence and development. It has a very important theoretical significance because through studying on the problem we can know the essence of the Western politics and political system more deeply.
