当前,我国“十二五”规划已经收官,各地政府有序开展总结评估工作。在这一时期,如何从“十二五”规划文本挖掘角度切入,研究规划编制的质量保证机制,不仅具有学术意义,更具有指导未来规划编制的实践价值。本文首先从文献回顾着手,分别从政治、经济和社会等层面提炼规划的本质。其次,选择了31个省级“十二五”规划文本作为案例,通过扎根理论分析,构建了区域战略规划质量核心机理模型（“定位—博弈—平衡整合模型”）。最后,基于这一模型,分别从坚持人民主体、坚持依法治国、坚持五大理念提出政策建议,以期对各地政府未来规划编制提供方法论指导。

At present, China＇ s twelfth five year plan is already ending, local governments in order to carry out the evaluation work summary. During this period, how to cut into the quality assurance mechanism of the research planning from the perspective of text mining in the twelfth five year plan, not only has academic significance, but also has the practical value to guide the future planning. This paper begins from the literature review, respectively, from the political, economic and social aspects of the essence of refining planning. Secondly, the text of 31 provincial ＂Twelfth Five Year Plan＂ was selected as a case. Based on the theoretical analysis, the core mechanism model of regional strategic planning was built.
