Innovative leading talents in Science and technology shouldered the mission for the development of national science ＆technology and economic, is the main force of our country to implement innovative country. This paper analysis qualitative data for quantitative analysis through the Biography analysis, made the qualitative description conceptualization, analysis the quality characteristic elements of this population depth, And clustering into five areas of quality ： leadership qualities, thinking characteristics, professional qualities, attitudes and personal qualities , and build quality modal from a dyuamic perspective of human capital formafiun, analysis of the formation stage of the process, in order to provide theoretical basis for the recognition, training and assessment in talent management practice.
