Based on analyzing the beneficial and confining factors in the integration development of Lanzbou-Xining City- and-Town Concentrated Areas（CCA）, the paper explores the major driving forces for integration development from the internal and external levels, and lastly proposes the key initiatives, which are developing regional planning, building transportation network, administrating environmental pollution, and accelerating industry integration for integration development of Lanzhou-Xining CCA.
