Industry transfer is an important support to implement regional balanced development strategy in China. Under the push - pull framework, the differences of technology, cost, industry, and economic induce industry potential difference, and the industry potential difference will transform into kinetic energy with the economic system＇s push and pull power , reveals the mechanism of the industry transfer which eventually led to industry transfer. In order to promote China＇s interregional industry transfer effectively, we need to reshape the relationship between the government and the market, improve the screening mechanism, and optimize the hard and soft environment of transferred area, which eventually estabhsh a reasonable system of interregional industry division.
