识别丘陵山区不同地貌类型单元高标准基本农田建设关键影响因子,对提高土地整治和高标准基本农田建设效率,实现高标准基本农田总体建设目标具有重要作用,也对研究研制丘陵山区高标准基本农田建设标准、践行国家土地整治政策和落实耕地保护国策有重要意义。研究依据重庆市不同地貌类型区高标准基本农田建设标准,选取相应地貌类型下的高标准基本农田建设项目为研究对象,在分析项目实施前技术指标达标情况的基础上,构建了高标准基本农田建设关键影响因子评价指标体系,运用多因素综合评价法,对高标准基本农田建设项目实施前的耕地质量进行综合评价。通过对不同地貌类型区高标准基本农田建设项目本底条件评价,识别出影响重庆丘陵山区高标准基本农田建设的关键影响因子是灌溉保证率、硬化生产路指数、田间道宽度指数和适宜小微型农机化率。高标准基本农田建设的重点应是加强对关键影响因子的建设。不同地貌类型区因主要限制性子不同,其重点建设内容也不相同,高标准基本农田建设应通过改造或消除限制性因子来提升整体建设水平。
The key recognition factors of well-facilitied capital farmland in different landform types in hilly areas play an important role in the improvement of construction efficiency in land reclamation and well-facilitied capital farmland construction. Moreover these factors also play significant role in the study on construction standards of well- facilitied capital farmland in hilly areas, as well as practicing national land reclamation and cropland protection policies. This article chose construction projects of well-facilitied capital farmland based on corresponding landform types as the study objects that according to construction standards in different landforms in Chongqing City, built an evaluation indexes system by key influential factors through technical indexes attained analysis before projects implementation, and evaluated comprehensively the land quality before projects implementation. Through evaluating the basic conditions of well-facilitied capital farmland in different landform types, the key indexes showed as concluding probability of irrigation, hard surface of production roads, the field roads width and suitable small farm machinery rate. The construction of key influential factors played the most important role in the construction of well-facilitied capital farmland. Construction of key influential factors including elimination of restricting factors was the key task in well-facilitied capital farmland construction in different landform areas.
