我国的快速城市化发展带来土地利用方式、土地利用主体以及土地利用利益分配等各个方面的巨大变化,传统的土地利用总体规划在内容上过于强调以耕地保护为核心,在手段上过于强调指标的刚性控制,很难适应现阶段发展的需要。研究认为,在当前城市化发展快速推进的形势下,土地利用的规模、权属、时序应当是土地利用总体规划转型重点关注的问题。基于深圳的实际经验,从合理确定土地利用边界、完善土地权属管理、以市场化为导向优化土地供应时序三个方面研究提出快速城市化地区土地利用总体规划转型的方向与措施建议,以期为土地利用管理改革提供参考。
Under China's Rapid Urbanization,the land use structure along with land property and land use profit allocation has been changed largely. However,traditional land use planning which used to focus on farm-land protecting and contains strict restrictions,has been unsuitable for the rapidly urban development. The article suggests that the land use planning should be transformed subject to the real situation of land use scale,land property and the sequence of land leasing. Based on the practice in Shenzhen,land use planning should be optimized at following aspects. Firstly,make a scientific planned regionalization of land use,that the boundary and rules of construction area and non-construction area are unambiguous. Secondly,make a more effective and publicly accountable spatial planning that respect property rights as much as possible. At last,carefully make the annual planning of land leasing and farm-land transferring to construction land with respect to the land market.
