The stakeholder satisfaction is the basic index of project success evaluation. When stakeholders consider whether they are satisfied with the project, they can turn the perspective from estimating the project result to judging whether the other stakeholders have fully acted their project roles or not. Then the satisfaction relationships between stakeholders are formed. The stakeholders and relationships constitute the satisfaction relationship network whose configuration indicates the project success. After defining the implication of satisfaction relationship and proposing its quantization process, the evaluation indexes of the relationship network were designed from the aspects of the whole network and the ego network based on network density, centrality, structural holes index, etc. Then a new project success evaluation method was put forward based on evaluating ＂people＂ rather than ＂things＂. A product development project in enterprise was taken as an example for applying the method.
