Under the background of low carbon economy, new energy vehicles have significant advantages in energy conservation and emission reduction, as well as in cultivating new points for economic growth. The way of marketization guided by appropriate policies is the inevitable choice for new energy vehicle industry to make sustainable development. By comparing the development process, restraint factors, and characteristics of policy measures at home and abroad, comprehensively analyzing the development path of new energy vehicles in China, and systematically analyzing the policyoriented effect in every stage of Chinese new energy vehicle, this paper puts forward suggestions to promote the development of the new vehicle industry during the period of ＂13th Five-Year Plan＂.
