摘要:本文针对白龟山水库设计与运用汛限水位"静态控制法"所造成洪水资源浪费和上游昭平台水库控泄能力较弱的事实,设计了基于白龟山以上全区累积净雨作为水库泄洪的主要判断指标的防洪预报调度方式,同时对防洪风险和兴利效益进行了定量分析和表述。实例研究表明,运用防洪预报调度方式是可行和必要的,既有理论意义,又有经济价值。
The traditional operation of Zhaopingtai reservoir is based on a static control method and the storage level limit of design flood,but it often causes water resources waste due to the weak discharge control capacity of Baiguishan reservoir at the upstream of Zhaopingtai. In this study the total precipitation of Baiguishang reservoir basin is used as a main index for the flood release decision of this reservoir,and through an analysis the flood control risk and benefits are expressed in a quantitative way. The results show that this new method is feasible and necessary,and it is theoretically valuable and economically beneficial.
