"一票否决"式政府绩效评价是具有中国特色的创造,尽管它曾经做出了突出贡献,但目前逐渐受到各方诟病。通过对356个案例的后实证主义非干涉研究,可以发现其发生的因果机理主要在于政府组织外的文化因素、组织内的科学管理问题、组织外的社会因素、组织外的转型期行政悖论4个方面。建议从实现行政模式从前现代到现代的跃升、推行科学管理式行政,推进审议行政等方面着手治理我国地方政府"一票否决"式绩效评估泛滥问题。
The one-vote veto performance evaluation in China's local governments is a typical Chinese innovative management strategy that has contributed to the country's development.Various problems,however,have emerged in the practice of this strategy and it is now meeting with strong criticism.Based on a post positivistic study of 356 cases,this paper finds that the problems of one-vote veto performance evaluation are caused by 4 factors,namely,the cultural,social and transformational factors outside government organizations and scientific management problem inside them.And to resolve these problems,measures to be taken include upgrading the administration model,implementing scientific governance,and advocating deliberative administration.
