目前我国学界对政府绩效评估研究有诸多批评,但这些批评很少建立在与某个标杆的对比基础上,缺乏足够的说服力。针对这种情况,本文通过对美、中两国公共管理研究的最顶尖刊物《公共管理评论》和《中国行政管理》2002-2007年间所刊载的所有绩效评估的论文进行编码、分类、统计比较,我们发现我国的研究在研究内容上主要还处于廓清基本理论阶段;在研究方法上,理论研究中的思辨研究方法运用过多;在研究阶段上,1-3阶段的研究多,而第4-6阶段的研究过少;在研究质量上,我国"豆腐块"式的"伪研究"过多;在研究主体上,我国还可以扩大高校的研究主体。对此,我们建议要做到研究内容的"跨越式发展"、研究方法的"百法齐放,百家争鸣"、研究阶段的"跳岛"式发展、研究质量控制上杜绝"伪研究"和研究主体上促进高校更大的参与。
The public sector performance evaluation studies in the journals of Public Administration Review and Chinese Public Administration are compared by analyzing the papers published in these two journals,it is found that there is an huge distance between the studies in USA and in China.The Chinese studies now are working on clarifying the basic theories in the research topic,which only belongs to the beginning stage of performance evaluation research.In addition,only the theoretical methods were mainly used,but the empirical ones were almost totally neglected.It is suggested that deepen the research topic and use more empirical research methods.
