采用阿兰.斯密德教授所提出的"状态—结构—绩效"SSP范式,探寻影响公共组织固有绩效差异的因素,并援用相关政治经济学理论加以分析论证,以揭示公共组织绩效差异之根源就在于公共组织自身特性不同,即其提供公共物品或服务的状态不同决定了各公共组织制度选择的不同,进而致使公共组织出现了相对固化的绩效差异形态。
The essay uses the SSP(Situation-Structure-Performance) Model by Professor Allan A.Schmid to find out the factors for performance difference of public organizations,and applies the related theory of political economy to the verification that the root of performance difference in public organizations lies in the nature of public organization itself,or difference in public goods and service offered by public organization leads to the difference in different public organizations,which in turn brings about the stable difference in performance.
