从出租汽车市场的三个主体出发,提出了一种新的出租汽车保有量评价模型,选取出租汽车乘客平均等车时间、出租司机收入、出租汽车占用道路面积作为评价指标,认为出租汽车乘客平均等车时间在乘客期望的等待时间内,能保证出租汽车经营者收入合理,并且不会过多占用交通时空资源的保有量为实现供需平衡的最佳保有量,并以各个主体的满意程度作为依据,将指标进行标准化,再利用标准化后值进行综合评价,通过该模型可以更全面地对出租汽车现状保有量进行合理评价.在此基础上还可调整空驶率值进行敏感性分析以得到现状最优的出租汽车保有量.以黑龙江省海林市为例,验证了评价模型的可靠性和可行性.
This paper presents a new ownership evaluation model applicable to evaluate the best owner-ship predictive value from the three main body of taxi market. We select the average waiting time of taxi passengers, taxi drivers' income, and taxi occupancy road area as the evaluation index. We think ownership will realize the balance of supply and demand when the average waiting time is in the pas-senger expected waiting time range, can guarantee the reasonable income of taxi operators, and not occupy traffic spatiotemporal resources. Taking the satisfaction degree of each subject as the basis, the above indicators are standardized for the comprehensive evaluation, besides through the adjustment coefficient to obtain the status of the reasonable possessing capacity of taxi scale. Finally, Heilongjiang Province Hailin will be an example to verify the reliability and feasibility.
