目前,公众生态信任危机已成为区域邻避冲突爆发的催化剂。究其原因,公众对于邻避风险的认知模糊,导致生态信任的本源性流失;生态参与平台的缺乏,激化了生态信任的行为性流失;监督、惩罚机制的匮乏,突显了生态信任的制度性缺失。唯有培育公众生态理性认知、优化公众生态参与模式、规范环境评价决策的责任、惩罚制度,方可内外兼修,重塑公众的生态信任心理,从根本上缓解区域邻避冲突发生的可能性,降低区域邻避风险。
英文摘要：
By analyzing typical NIMBY events,the author found that the lack of public trust is the root cause.Then the article sought out the inducing factors of public ecological trust from the fountain trust erosion,behavioral trust erosion and institutional trust erosion.The result shows that in order to govern regional NIMBY crisis we should rebuild ecological trust system.From cultivating citizens＇ ecological rational cognition,promoting the pattern of citizen participant and standardizing the environment punishing system,we can alleviate the possibility of regional NIMBY crisis and reduce the risk of regional NIMBY.
