本文采用DEA模型,在投入指标中加入技术因素,测算了1996~2008年我国大中型煤炭企业的技术创新效率,并且对2009年、2010年的各项科技投入要素做了详尽的分析。结果表明只有1996年、1997年、2003年、2008年4个年度达到DEA有效,平均效率为0.83,低于平均值的年度占50%以上,整体来说科技资源的投入产出效率不高,有待提高。本文进一步将整个时间段分为1996~2002年与2003~2008年2个时间段,经比较,综合效率平均上升了8.65%,纯技术效率平均下降了4.52%,规模效率平均上升了13.32%,但规模收益由递增变为递减,所以在增加各项科技要素投入时更要注重资源的有效配置。文章最后给出了提高技术创新效率的建议。
This paper applies the method of data envelopment analysis,adds technical factor in input indexes to measure technology innovation efficiency of large and medium-sized coal industry enterprises in China from 1996 to 2008 and analyzes the conditions of ST input in 2009 and 2010.Results show that effective DEA is achieved in only 1996,1997,2003 and 2008;the average level of TE is 0.83,and the level of TE is lower than 0.83 in more than a halt years;the level of DEA comprehensive efficiency is unsatisfactory as a whole and there is still much room for improvement.Further the paper divides thirteen years into two time stages:1996 to 2002 and 2003 to 2008,and by comparison we find that the average level of TE increases by 8.65%,the average level of PTE decreases by 4.52%,the average level of SE increases by 13.32%,and increasing returns to scale changes into decreasing returns to scale.Not only we increase ST investment intensity in coal industry but also we should pay attention to rational configuration of technology resources.Finally,this paper gives some recommendations for improving technology innovation efficiency.
