英文摘要：

Taking Beijing, Shanghai structure service. Two absolute index and Guangzhou as an example, the artical and two relative index have been choosed to studies on the problem of industrial measure the service level of industrial structure in the three metropolises. The results shows that industrial structure which is based on the service economy has been formed in Beijing, Shanghai and Guangzhou. The qualitative analysis on the effect mechanism of industrial structure shows that the industrial structure was affected apparently by the per capita GDP, the transaction efficiency, the human capital and the opening up. In order to accelerate the fast development of economy, Beijing, Shanghai and Guangzhou should persist on developing modern service and advance manufacture at the same time, upgrade the producer service industry, encourage the development of technology service industry, strengthen innovation driven, expand opening up actively, adjust the inner structure of service gradually.
