本文基于2008-2014年长江经济带11省市面板数据,运用DEA-Malmquist指数和面板Tobit模型对长江经济带技术创新效率进行了测度及影响因素分析。研究发现:长江经济带技术创新效率呈上升趋势,但仍有部分省市创新资源配置不合理未能实现DEA有效;上中下游地区技术创新效率分异显著,呈典型“V型”分布,上下游地区较高而中游地区较低;企业自主创新、政府有效干预、产业高级化和社会充分投入等因素是促进技术创新效率提升的主要力量。进一步提升长江经济带技术创新效率,须持续加大创新资源投入,发挥政府引导服务作用,调动企业创新积极性,发展壮大战略性新兴产业,促进产业结构优化,提升对外开放水平。
Based on the panel data of the Yangtze Economic Belt from 2008 to 2014, this paper measured the technical innovation efficiency of the Belt and analyzed its major influencing factors by using DEA-Malmquist Model and panel Tobit Model. The research suggests several results. The technical innovation efficiency of the Belt presents a rising tendency, but owing to the inconsequence of innovation resource' s disposition, most provinces still can' t reach the DEA efficiency . The difference of different district' s efficiency is rather obvious, which takes on a typical V-type distribution. The main impetuses to promote the efficiency level are the indigenous innovation of enterprise, effective intervention of government, rationalization and sophistication of industrial structure and sufficient social investment and or so. To improve the Belt' s technical innovation efficiency, the Belt must increase the input of technical innovation resources, make the government play its guiding and supporting role, amuse the enterprise' s enthusiasm for innovation, develop strategic emerging industries to optimize industrial structure and boost regional opening level of the Belt.
