基于2007-2013年的省级面板数据,建立模型分析了公共服务支出对服务业发展的影响,结果发现公共服务支出对我国服务业发展具有显著的促进作用.在此基础上本文进一步分析了教育、医疗、社会保障、科学技术和文化等细分公共服务行业对服务业的影响,结果表明它们都通过促进人力资本发展而不同程度地促进了服务业的发展.不断加大公共服务支出、完善公共服务体系促进人力资本发展是今后加快我国服务业发展的重要着力点.

英文摘要：

Based on provincial panel data from 2007 to 2013, we set up model to analyze the influences of public services spending on services growth, the result showed that public service spending has a significant promoting role to services development. On this basis, we further analyzed the education, health care, social security, science and technology and culture specific public service industry how to influence services development. The result showed that promoting human capital development can promote services development in different degrees. By increasing public services spending, improving the public service system promotes the development of human capital is an important focus of the development of service in China.
