为识别港口通航水域船舶碰撞事故黑点,基于网格化理论将港口通航水域划分为若干个网格单元,针对其特征识别船舶碰撞风险因子,建立2层评价指标体系.运用模糊数学理论构建船舶碰撞风险评价指标的隶属度函数,量化船舶碰撞风险评价指标;利用模糊综合评价方法对各网格单元的船舶碰撞风险进行评价.根据事故黑点的危险指数识别标准和风险评价结果,识别港口通航水域的船舶碰撞事故黑点.通过对天津港港内通航水域的实例研究,验证了船舶碰撞事故黑点研究的科学和合理性.研究成果既可为海事主管机关和港口调度部门进行水上交通安全管理提供参考,又可为船舶的通航安全提供科学指导.
In order to identify ship gloomy spots concerning collision accident,port navigable waters are divided into several grid units based on grid theory.According to port characteristics,ship collision risk factors are identified and a two layer risk evaluation index system of ship collision is established.Fuzzy mathematics theory is used to build the membership functions of ship collision risk evaluation indexes; ship collision risk evaluation indexes are quantized and fuzzy comprehensive evaluation method is used to assess ship collision risks in every grid cell.According to the result of risk assessment and the criteria of gloomy spots in terms of risk indexes of accident,the gloomy spots of ship collision risk in the port navigable waters are identified.Taking the port navigable waters of Tianjin port as a case study example,the rationality of identifying ship collision accident gloomy spots are verified.The study may provide authorities of maritime and port scheduling departments with scientific guidance in water traffic safety man agement.
